Domestic Wastewater Reduction and Treatment Facility Management Project

Regarding the analysis of public sewage sewer system’s treatment efficiency for nitrogenous substances, some of them need to strengthen the nitrogen removal function (measures) and water quality control according to interviews and sampling results. On the other hand, the heavy metal water sampling of the public sewage sewer system receiving industrial wastewater shows that detection values of heavy metal are all lower than 10% of the maximum limit of the Effluent Standards. And, the qualified rate of heavy metals could meet the Water Quality Standards. By visiting and effluent sampling of the building sewage treatment facilities (discharge permit is unnecessary), it is considered that part of the business units and communities could not meet the Effluent Standards, which is caused by inappropriate installation, operation, maintenance, and cleaning. Therefore, this project analyzes the regulations of the building sewage treatment facilities in various stages including design, manufacturing, installation, operation and maintenance. Considering these facilities are managed by different agencies, and has a huge number of installations. It is recommended that in the short term, we should continue the propaganda, operation check, and strengthen water quality inspection of hot spots. In the long term, we should assess the feasibility of managing the building sewage treatment facilities by the manager of Condominium Administration Act Building Administration Division, or introduce the management system for Johkasou from Japan.
